In the paper, we are presenting a new methodology for evaluation impact of new road connections on the agricultural land regarding loss of soil resources. A mathematical model, which includes three criteria/measures, was developed. Proposed criteria are: (i) loss of land according to soil quality expressed as modified soil number; (ii) effect on agglomeration of cadastral parcels; (iii) ratio between quality of lost soils and average quality of soils in specific municipality.
