Characteristics of implementation of large irrigation system

At the time of adoption of the irrigation strategies in the short term it makes sense: -to establish a GIS application of potentials of irrigation development -to start with the implementation of an early communication with various stakeholder groups at local and regional level about the possibilities of development of large irrigation systems (LIS) and improved use of them, -to start with education of growers and agricultural consultants in the field of professionally proper irrigation. The expected impact of the proposed three steps is to increase demand for the development and use of LIS among the various stakeholders (farmers, municipalities, cooperatives, agricultural advisory service). Thus, the stakeholders can better prepare themselves for the new development steps - both financially and organisationelly.

Irrigation system Vogršček - challenges of the new regime

Water reservoir Vogršček has been built in the years 1985 - 1989, under the regulatory part of the training of agricultural land for intensive cultivation in the Vipava Valley. Since then, the operation of reservoirs and irrigation systems is of the vital importance for agriculture in the area. The entire infrastructure of reservoirs and irrigation systems (the system Vogršček) requires optimization at several levels. Shared ownership of the reservoir between the Ministry of Agriculture Forestry and Food and Ministry of Environment and Spatial Planning leads to disagreements, which are more unfavorable at the time when the reservoir and the dam needed major rehabilitation work. The utilization of infrastructure is poor, because from the reservoir consumes only one third of the water available for use (irrigation) in the growing season. There is the need to plan a comprehensive system optimization, together with the stakeholders, which will include an improved legal framework of ownership, management and financing system maintenance, as well as optimizing the use of water from the reservoir and in the reservoir. This paper deals with the first activities of consultation with stakeholders, discussed issues and challenges anticipated and planned for further process optimization of the system Vogršček.
