Disabled people and accessibility: how successful is Slovenia in the elimination and prevention of built-environment and communication barriers?

The paper presents the major findings of the research entitled 'Measures for the realisation of the rights of the disabled to barrier-free access'. The research has two major findings. First, the laws and regulations concerning the removal of existing barriers or prevention of the occurrence of new barriers are poorly or inadequately implemented in practice. Second, most of the measures listed in various national policy documents for the removal of barriers and facilitation of barrier-free movement have not yet been implemented.

(Non)Accessible Slovenia? Built environment and communication barriers encountered by people with functional disabilities

The book is based on the findings of the first phase of the research project which was completed in 2009. It presents the findings of an extensive analysis of the situation of disability care in Slovenia in comparison with other European countries as well as an analysis of the accessibility of the built environment, communication and information in Slovenia. It concludes with proposals the implementation of which is considered urgent by the authors.

Built-environment and communication barriers in the area of education and training.

On the basis of the research entitled ‘Measures for the realisation of the rights of the disabled to barrier-free access’, the chapter focuses on the barriers encountered in the area of education and training. The author stresses the urgency for the implementation of the so-called 'inclusive spatial design' principle, which takes into account the needs of all people. The most frequent barriers in the area of education and training are identified and measures for the reduction of the identified barriers are also proposed.

Ensuring of rights of the disabled to barrier-free access through ICT

Disability has been recognized as an important political issue in connection with the provision of universal human rights. Convention on the Rights of Disabled Persons, which was adopted in 2006 by the United Nations, is the first legally binding document of the United Nations in the area of disability. It recognises the importance of accessibility to the physical, social and economic environment and access to information and communication technologies in enabling the disabled to fully exploit and enjoy human rights and basic freedoms. Convention has been ratified by many countries, including Slovenia. The article bases on the hypothesis that also in Slovenia, very litle has been done, so far towards the realisation of the rights of the disabled which are declared in the various documents. Since the comprehensive study confirmed our hypothesis, ICT tool has been developed, which we believe will enable disabled people to realize the right to barrier free access.. Development and operation of this tool is presented in the article.

The realisation of the rights of the disabled to barrier-free access and equal opportunities in Slovenia

Paper presented at the international housing conference organised by the European Network for Housing Research. Based on the findings of the research ‘Measures for the realisation of the rights of the disabled to barrier-free access'.The discussion focuses on the successes/failures in the implementation of the measures stipulated in various international and national documents intended for the realisation of the rights of the disabled to access without barriers.
