The author evaluates the role of Judicial Council from the standpoint of total quality management in judiciary. He defines three main structural elements of quality in judiciary, which should depart from the old paradigms of quality control towards quality assurance and from quality of products to quality of processes. Furthermore, distinct indicators for quality measurement are proposed for each level of quality management in judiciary.

The study represents an evaluation of normative proposal to amend the Constitution on the point of limitation of access to the Constitutional Court based on constitutional complaints.
