A role of Judicial Council in the total quality management in judiciary.

The author evaluates the role of Judicial Council from the standpoint of total quality management in judiciary. He defines three main structural elements of quality in judiciary, which should depart from the old paradigms of quality control towards quality assurance and from quality of products to quality of processes. Furthermore, distinct indicators for quality measurement are proposed for each level of quality management in judiciary.

Evaluation of the proposal about limiting the access to the Constitutional Court

The study represents an evaluation of normative proposal to amend the Constitution on the point of limitation of access to the Constitutional Court based on constitutional complaints. A criterion of evaluation is quality of judicial protection of human rights before regular courts and Constitutional court and the importance of direct participation of individuals in political actions outside political parties which is secured under the existing legal system.
