Minimum Costs of Living

Minimum costs of living in Slovenia were estimated for the purpose of intended revision of the minimum income in the current Social Assistance and Services Act. The alternative minimum income levels were compared with the poverty threshold. The equivalence scales were discussed, and consequences of a higher level of minimum income for the state budget evaluated. The results have been used by the government (Ministry of Labour, Family and Social Affairs) in drafting of the new legislation in this field. They were also used as the basis for the revised minimum wage level.

The Slovenian pension system in the context of upcoming demographic developments

The paper presents an analysis of welfare effects, supplementary pension insurance and the effects of the pension fund deficit on the sustainability of public finances. It has been established that while young generations and new generations will lose from the pension reform, even complete implementation of the reform might not be sufficient to compensate for unfavourable demographic developments, as the volume of supplementary pension saving is insufficient at present to compensate the deterioration of rights from the first pension pillar.

Introduction of eco-technologies in Slovenian firms

The EU has set itself a target not only to play the leading role in competitiveness in the global market, but also to provide an adequate response to environmental problems. The work provides an assessment of the current state and intentions to invest in eco-technologies as well as the development and testing of the model of introduction of eco-technologies for Slovenian firms. The results show that incentive-providing policy measures really have a positive impact on eco-investments. Eco-investments in the past, the importance for consumers and business performance also have positive effects.

Innovation underdevelopment in Slovenia due to the shortage of engineers

Paper deals with the reasons for technological lagging in Slovenia.The positive correlation was found out between the number of researchers in the business enterprise sector and the value added per employee.There were analysed several innovation indicators: number of registered patents, employment structure by educational attainment, R&D expenditures.

Guest-associated editor of the special volume of the Journal Higher Education in Europe - Financial support to students through students loans

Special volume incorporates 5 papers from the International conference »Funding, Equity and Efficiency of Higher Education« (21.-24.11.2007, Portorož), organized by IER and Faculty of Management, Koper and led by M. Bevc. Most of the papers analyse programmes of the students loans in some particular countries (Hungary, Finland, China and Israel), and one deal with a wider international analysis of the state financial aid to the students. Four additional contributions of the crucial experts on student loans were added to this special Journal volume.
