In many European countries, SME policy is close to being a synonym for job creation. Most empirical research on the job-generation potential of small firms over the last decade has been done in the stable and favorable economic conditions of market economies. The paper investigates the role of small firms in more difficult circumstances. On an empirical data set for Slovenia, the paper tries to show that small firms have been the most important employer during the transition period.

To provide information for effective price regulation, we estimated a cost frontier function on a sample of Slovenian electricity distribution utilities over the 1991-2000 period. Our results show that Slovenian distribution companies are cost inefficient. We have also proved the presence of increasing returns to scale with most utilities not achieving the minimum efficient scale.

This paper refers to the De Keyser-Vanhove model of a competitive destination, which was applied to Slovenia in 1998. It also studies the Integrated model of destination competitiveness and examines its determinants. The result shows that Slovenia is more competitive in its natural, cultural and created resources, but less competitive in the management of tourism and, according to the Integrated model, demand conditions, with both uncompetitive elements reducing the Slovenian tourism industry's ability to add value.

Pavle Sicherl conceptualized the theoretical concept and definition of the S-time-distance method as a new generic measure of differences, enabling a clear interpretation and therefore better understanding of different comparative findings. This method may be applied to various areas; for example, when dealing with comparisons, competitive aspects, goal-setting, and monitoring of economic, employment, research and development, and environmental indicators at both the macro- and microeconomic levels. The method was empirically tested in comparative analysis of the EU15 and the US.

This paper investigates the determinants of business failure in particular historical circumstances of Slovenia, attempting to answer whether the occurrence of bankruptcy can be explained by technical and cost efficiency, measured by the data envelopment analysis (DEA). The findings of logistic regression allow the conclusion that efficiency adds additional explanatory power to predicting the business failure of small firms in Slovenia from 2001 to 2004, as well as business performance by sale market, market power and location of a firm.
