Research for AGRI Committee - the CAP strategic plans beyond 2020

The results of the analysis of the quality of the legislative proposals on the reform of the Common Agricultural policy post-2020 and the responses of key stakeholders at the EU level are relevant for decisionmakers and stakeholders at the EU, national and regional level. In a publication and public presentation in the European parliament (EP), we presented to members of the EP’s AGRI Committee and the interested public our assessment and recommendations for improvement of the legislative proposals and addressing the related institutional issues.

Evaluation of Slovenian agricultural policy in the period 2015-2020

The assessment, which included all Slovenian agricultural policy measures in the period 2015-2020, represents an important factual basis for strategic planning in the field of agricultural policy, as it comprehensively addresses questions regarding the developmental situation and needs of agriculture and rural areas, the design of agricultural policy, its strategic and result orientation, and success in meeting its objectives.The report was presented to representatives of the disburser (the Ministry of agriculture, forestry and food) and other stakeholders at a public presentation and published as a scientific monograph. It was also presented and discussed at the National assembly’s Committee for agriculture and cited in the Assembly’s Resolution: Our food, rural areas and natural resources after 2021.

Report on the state of Slovenian agriculture, food, forestry and fisheries in year 2018

The report, which represents the pillar of annual monitoring of the agricultural sector in Slovenia and a key data source for decision-makers (presented to the Government of RS and State Assembley, Committe for agriculture), provides a comprehensive analytical overview of the situation and trends in Slovenian agriculture and related sectors in general and by key commodity markets. It is complemented by a statistical annex with longer-term time series on agriculture. In terms of agricultural production, the year 2018 was very favourable. The volume of agricultural production increased markedly, while the producer prices of agricultural products decreased only slightly. On average the prices of agricultural inputs increased; therefore, the terms of trade in agriculture deteriorated markedly compared to previous year, but were still favourable, and actually among the most favourable in the last decade. After two very unfavourable years, the agricultural income increased significantly in 2018 (in real terms highest ever); the main reason was the significant increase of crop production volume (specifically fruit and grapes), with stagnating volume of livestock production, and less favourable terms of trade at the aggregate level. The export and import of agri-food products further increased in 2018, with the export-to-import cover rate increasing to around 57 %. In 2018, business results of the agri-food industry improved markedly at the aggregate level (net profit) compared to the previous year, indicating stabilization of the sector after a very volatile decade.

Agricultural policy developments and EU approximation process in the Western Balkan countries

The report provides an analysis of agricultural policy developments and the EU approximation process in the Western Balkan area. Quantitative analysis of agricultural policy developments was performed using data on budgetary support for agriculture, systematised according to the Agricultural Policy Measures (APM) classification scheme, enabling comparison of the scope and structure of budgetary support for agriculture between WB countries/territories and the EU. The report concludes that in WB countries/territories, agriculture is an important sector for the national economies, but with a declining tendency. Significant progress has been made in recent years in aligning long-term programming documents and administrative infrastructure with EU requirements. The publication, which represents a comprehensive evaluation of the progress of candidates in the EU approximation process, was presented at a final project event at the European Commission in Brussels.

8th DAES Conference “Developmental aspects of knowledge transfer in the Common Agricultural Policy post-2020”. Maribor, February 20.–21., 2020

The Association of agricultural economists of Slovenia gathers domestic agricultural economists active in different academic, research, expert and economic institutions. The forum’s purpose is the exchange of expert opinion and juxtaposition of scientific positions, which has an important influence on current happenings related to relevant economic issues in agriculture and rural development. In recent times, it has been especially engaged in efforts to develop and transfer knowledge into practice, which was also the fil rouge of the conference – developmental aspects of knowledge transfer in the CAP post-2020. Presenters, whose contributions are published in a peer-reviewed publication, presented different novel and original methodologies and importantly contributed to a constructive and sometimes polemical discussion that reflected the range of fields in which the association’s members are active. The plenary speakers dr. Davide Viaggi of the University of Bologna and Anton Jagodic of the Chamber of agriculture and forestry focused on providing an analytical assessment of knowledge transfer in agriculture and its importance for the next CAP, while the conference was given special gravity by the round table attended by representatives of practically all relevant institutions in Slovenia. Their conclusion was that without agricultural-economic knowledge there can be no developmentat breakthrough in agriculture and rural areas.
