Significance for science
Programme group has worked on a range of selected and interrelated areas. During the research results are worth mentioning contribution to a better understanding of the valuation methods of direct and indirect effects of state regulation, particularly for measuring administrative costs and burdens of the selected control. The results of these studies showed that the quality of regulations and institutions that is implemented, have a significant impact on business productivity. The general model was also developed for evaluating the effectiveness of environmental policy and the interactions between charges levied, achieved effects and effectiveness of environmental policies. Exploring the effectiveness and efficiency of the education system shows that the average relative effect or outcome in the field of education in most new EU member states (including Slovenia) is reached with a relatively high inputs, so that the efficiency of public funds used is relatively low. We have introduced a new approach to the study of topological and structural characteristics of different types of networks in the field of administration through the use of methods of analysis of social networks. The approach could significantly help to optimize the flow of information and documents between the various stakeholders in the administration and its environment. In addition, we developed a new conceptual model for describing and formal evaluation of organizational changes caused by the intensive use of ICT in administration and development of e-government.
Significance for the country
In all areas covered by the resarch program group, we noticed a whole series of weaknesses and shortcomings in the functioning of bodies and organizations of public administration in Slovenia. In Slovenia we still have very big problems with large administrative burdens and costs for businesses, ineffective environmental and educational policy. We believe that the use of new knowledge, methods and approaches contributed significantly to increasing the performance of the individual segments of the public administration.
